The honesty of an impoverished railroad worker gives a faltering government a new PR strategy that goes horribly wrong. A creepy take on political PR which capitalises a bit too casually on the "bitchy boss-woman" stereotype, but still manages to create drama from the brief encounter between political power and precarious lives.
