Chinna is a fearless young man, who always stands up against injustice, oppression and exploitation. Even the police force have great respect for his ability to put an end to violence and crime. Chinna's inspiration is his father, who is a patriotic man and the bus driver.
He runs a canteen outside the college campus. He gets into an ego conflict with Maneka, the spoilt daughter of Appa Rao, the corrupt revenue minister of the state. When she throws all the food from Chinna's canteen into the garbage bin, he takes her to court and wins. While the loss causes Maneka to rethink her actions and also increases her respect for Chinna, her father decides to punish him for daring to take her on.
Maneka apologises to Chinna and they fall in love with each other. The minister's son and others beat Chinna with great force. He complains to the district collector, who arrests Appa Rao for taking the law into his own hands. The Chief Minister requests him to resign from his post. He uses all his powers to start a riot in the city, causing much destruction to public property.
As the enmity between Appa Rao and Chinna grows, Appa Rao begins to use many underhand tactics to destroy his life. Can Chinna single-handedly take on the wrath of a powerful minister of state? How will his future unfold?
